Background

Holtec International submitted an initial application for HI-STAR 330 Transportation Package.

The HI-STAR 330 is a type B(U)-96 transportation cask designed for transportation of radioactive non-fuel waste including reactor-related waste and hardware. The package consists of the HI-STAR 330 Cask fitted with one of two available types of waste packages.

During the staffs acceptance review, several issues were identified including LS-DYNA modeling concerns and that of a poor-quality application in general.

Audit Bases The audit is based on the Holtec HI-STAR 330 new package application.

Agencywide Documents Access and Management System Accession No. ML25071A368 c.

Audit Scope or Methodology The scope of the audit is to discuss issues identified during the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the HI-STAR 330 application, specifically in the areas of structural, material, thermal/containment, and operation and maintenance reviews. A list of concerns in these technical areas were made available to the applicant in preparation of the audit.

During the audit, the NRC staff will highlight the most significant issues and offer the applicant the opportunity to ask questions. The NRC staff will also address any clarification questions from the applicant.

Information and Other Material Necessary for the Audit The NRC staff shared a list of questions detailing the insufficiency of the application and asking the applicant to address the insufficient information.
