UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 July 25, 2018 Mr. Jim McCann President Columbiana Hi Tech LLC 1621 Old Greensboro Road Kernersville, NC 27284

SUBJECT:

APPLICATION FOR AMENDMENT OF CERTIFICATE OF COMPLIANCE NO. 9291 FOR THE MODEL NO. LIQUI-RAD TRANSPORT UNIT PACKAGE -

ACCEPTED FOR REVIEW

Dear Mr. McCann:

By letter dated May 30, 2018, to the U.S. Nuclear Regulatory Commission (NRC), you submitted an application for amendment of Certificate of Compliance (CoC) No. 9291, for the Model No. Liqui-Rad Transport Unit Package. The application proposes: (1) revising the requirements for tightening the outer lid fasteners; (2) allowing formulations of primer and top coat equivalent to those previously specified; and (3) clarifying the intent of ANSI N14.5-1997 with respect to demonstrating pre-shipment confinement boundary leakage. This letter acknowledges receipt of your application and informs you that the application appears to contain the necessary information to begin our technical review.

The NRC staff has established a schedule for the review. The schedule allows for the NRC staff to complete its technical review and issue the first request for additional information (RAI) by mid September 2018, and, if a second RAI is not needed, a CoC in December 2018, based on you responding to the first RAI by mid October 2018. If a RAI is not needed, the NRC will issue a CoC by the end of October 2018. In order to maintain this schedule, no additional changes to the application should be submitted except for changes resulting from your response to a RAI.

If you have any questions regarding this matter, please contact me at (301) 415-7677.

Sincerely,

/RA/
