SUMMARY
OF JUNE 20, 2024, MEETING WITH HOLTEC INTERNATIONAL
Background
On June 20, 2024, an Observation Public Meeting was held by teleconference between the U.S.
Nuclear Regulatory Commission staff and representatives from Holtec International (Holtec, or the applicant) to discuss a pending amendment request for the Model No. HI-STAR 330 package.
This Observation Public Meeting was noticed on May 29, 2024 (Agencywide Documents Access and Management System Accession No. ML24149A141). The attendance list and the publicly available presentation slides are provided as Enclosure Nos. 1 and 2, respectively.
Discussion Holtec requested this meeting to present the design for a new package, the Model No. HI-STAR 330 package (Docket No. 71-9397).
The Model No. HI-STAR 330 is designed to transport reactor-related waste in a solid form, such as Top Guides/Core Grids, Core Shrouds, Core Shroud Heads, as well as secondary wastes (i.e. debris/chips/fines) generated by the mechanical cutting process, chip drums with surface contamination, etc., with a maximum weight of 110,000 lbs., including the secondary packaging (liner tanks) and dunnage.

Holtec explained that the cask is not submerged in pool for waste loading operations and that the secondary packaging, if submerged in pool, will be procedurally controlled to limit moisture content. The secondary packaging, i.e., the liner tank, is used for that purpose with or without a cassette for waste loading operations.
Holtec explained that the package design, the materials selected, and the safety analyses approaches follow the licensing approach for the Model No. HI-STAR ATB 1T, and also include lessons learned from the licensing effort of the HI-STAR ATB1T. In particular, the shielding MCNP geometry of the HI-STAR 330 is very similar to the one of the HI-STAR ATB 1T with only minor geometric changes. Likewise, only conduction and radiation heat transfer are credited in the package and only the bounding scenario of the waste heat load distribution is evaluated.
Holtec explained those approaches are reasonable based on the comparison - as well as similarities - of the designs between the ATB 1T and the HI-STAR 330.
Holtec intends to submit an application in September 2024 and will request approval by February 2026.
Staff said it understood well the licensing approach as presented and had a few specific questions on each technical discipline during the proprietary session, including testing required for the crushable material of the impact limiters, evaluation of pressures inside the package, fixed versus non-fixed contamination, etc.
No regulatory commitments were made during this meeting.
