TN-32B Transportation Package CoC 9377 Revision 1 Application NRC/ TN Americas Pre-Application Meeting July 2025 Non-Proprietary

Background:

  • This meeting will focus on the scope of the proposed changes to Certificate of Compliance (CoC) 9377 that will be included in our upcoming CoC revision application for the TN-32B transportation package.
  • The TN-32B is a dual-purpose cask intended for both storage and transportation of high burnup (HBU) spent nuclear fuel.
  • In July 2024, NRC issued CoC 9377 Revision 0 for a one-time transportation of the research cask.
  • This cask is the DOE/EPRI High Burnup Dry Storage Research Project (HDRP) cask being used to collect confirmatory data on the conditions of HBU fuel in dry storage to support all HBU Aging Management Programs and Tollgates.

Background:

  • The TN-32B cask is licensed for storage at the North Anna Power Station (NAPS) Independent Spent Fuel Storage Installation (ISFSI) under (SNM-2507, Docket No. 72-16).
  • Transportation to Idaho National Lab will allow for further evaluation and collection of data on HBU fuel to support safe storage of high burnup spent nuclear fuel at existing ISFSIs during the period of extended operation.

4 TN-32B CoC 9377 Revision 1 Scope Items

1. Revise CoC 9377 Condition 5.(b)(1)(a)
  • Clarify definition of intact fuel assemblies to include assemblies containing fuel rods without known or suspected cladding defects greater than hairline cracks or pinhole leaks as shown below.

(a) Only intact fuel assemblies (i.e., assemblies containing fuel rods without known or suspected cladding defects greater than hairline cracks or pinhole leaks) limited to the following fuel types

  • Revised definition is consistent with the definitions in the previous CoCs; -9302 (MP197HB), -9358 (TN-LC), -9313 (TN-40), -9389 (TN-40HT).
  • Linking intact and undamaged fuel assemblies in the CoC is also consistent with the TN-32B SAR (e.g., structural analysis given in Chapter 2 assumes intact or undamaged fuel assemblies).
2. Revise intact fuel to intact/undamaged fuel for consistency in SAR Sections 1.2.1, 2.12.8.2.2, 5.2 and 5.4.1.

3. Update TN-32B HBU Research Cask Bottom and Top Impact Limiter Assembly Drawings, Dwgs 19885-71-9 and 19885-71-10
  • Add dimensional tolerances to dimensions identified by the fabricator and remove details that are not relevant to the safety analysis of the package to provide fabrication flexibility, consistent with other transportation package drawings (e.g., TN-LC, TN-40, TN-40HT and MP197HB). The nominal impact limiters dimensions are unchanged.
4. Revise CoC 9377 SAR Chapter 7, Operating Procedures
  • Chapter 7 changes are proposed to clarify the operational steps necessary to prepare, configure, and load the TN-32B HBU research project cask for transport offsite and are based on the site configuration at the North Anna Power Station.
  • Clear and concise operational steps in Chapter 7 are needed to support unloading of the TN-32B HBU research project cask at its destination following transport.

6 Example SAR Chapter 7, Operating Procedures Changes Changes as shown reflect the process of cask positioning and details cask movement from the upending/downending frame to the transport frame.

Changes also reflect the orientation of the cask top with respect to the direction of travel once loaded onto the transport frame.
