. Pursuant to the recently issued Berkeley Research Reactor Dismantling Order dated September 12,-1989, the University is now preparing to engage in that work.
The purpose of this letter is to inform you of proposed changes in the decommissioning organization personnel, their functions and responsibilities.
- 1. The Executive Engineer's tasks will be reassigned from Kaiser Engineers of Oakland, California, to Biseraft Northeast of New London, Connecticut. Biseraft Northeast- is the company that performed the defueling of the Berkeley Research Reactor successfully and efficiently in July,1989. Biseraft has assigned Mr. Richard Patenaude as its representative. Mr. Patenaude was the Project Manager representing Biseraft during the recent defueling. He will be supported by a Certified IIcalth Physicist, Mr. Bruce Mann, retained by Biscraft for this project. Mr. Mann is also a Professional Nuclear Engineer in the State of California. Both resumes are enclosed.
- 2. The tasks involving the initial and final radiation surveys and disassembly of the core structure will be jointly done by the Executive Engineer's team and the University of California, Berkeley team. The surveys will be supervised by the University's Reactor llealth Physicist.
The organization defined in Section 1.5 of the Decommissioning Plan, as supplemented, remains fully manned by competent and thoroughly experienced personnel. The organizational change outlined above will enhance the day to day efficiency and
. oversight and the involvement in the work by the University of California staff.

October 1973 to July 1977 Manager - Production Engineering Department Responsible for all activities of a production support engineering department of approximately 100 employees.
Functions included the determination of production facility requirements, design criteria, machinery arrangements, equipment selection, processes and methods; review of product drawings and initiation of producibility improvement design changes; preparation of production process standard procedures / instructions; and the engineering, design, acquisition of production tooling.
September 1972 to October 1073 Deputy Program Manager - Submarine NR-1 The partial overhaul of a small, one-of-a-kind nuclear submarine had the potential of causing disruption to new construction business, requiring excessive management involvement and at the same time itself suffering schedule slippage due to inattention. A Project Office was established at the work site, manned by the necessary engineering and design disciplines, planners, trade supervision and support personnel, all reporting directly to me.
All aspects of the overhaul, from Division / customer negotiations, through engineering and design modifications, daily direction of trade supervision, certifications of work completions and conduct of sea trials were successfully completed to schedule and meeting profit objectives.

This submarine, being extremely compact, required the development-of.new fabrication and installation, techniques, high density shielding material and, in general, significantly reduced clearances (therefore, reduced' tolerances) than those for the more conventional nuclear submarines.
