Dear Sir:

Due to the sensitive nature of the contents of this letter, we request that this docu=ent be withheld f rom public disclosure pursuant to Section 2.790 of 10 CFR Part 2.

The purpose of this letter is to update our security plan and to provide additional information on the status of our security system following the security inspection by Mr. M.D. Schuster of Region V on May 20, 1975.

i Enclosed are two copies of our revised emergency procedure which is to replace page 15 in appenrtix A of our Security Pian.

On June 25, 1975, the reactor high bay exhaust grill was replaced by a heavy duty steel grill. The exhaust grill is composed of 3/16 inch steel plates approximately 1.5 inches in depth, spaced at one inch intervals, extending the width of the exhaust duct. Connected, across the back of the grill are six, 1/4 inch steel bars which span the height of the exhaust duct. Bordering the grill are four, 3/16 inch welJed steel plates with 1/2 inch steel bolts anchored to the concrete wall.

On July 10, 1975, two 6-pin anti-pick padlocks were ordered for the outside ventillation exhaust duct access doors. Also on this date the police training course began. The course consisted of the following subjects.

the atom, radiation (types and range), radiation effects on body cells, radiation units, whole body ef fects of radiation, NEL equipment (reactor, sources), the alarm system, signs, areas, contamination, the emergency procedure, and a laboratory tour stressing areas and access points. The following times and number of officers trained is as follows:

The rest of the patrol, detective and administration divisions will be given the course on July 25, 1975.

There were two unannounced response tests of the alarm systems. On June 30,1975 at 1530, C. E. Ashbaugh improperly deactivated the radioactive storage room alarm and the police arrived in the f ront of fice in 3 minutes and arrived in the radioactive storage room in 4 minutes.

On July 11, 1975 at 0830, the reactor high bay was entered by C. E. Ashbaugh without de-activating the alarm system. One unit arrived in 2.5 minutes.

On July 14, 1975, the sensitivity of the reactor high bay alarm system was increased.

During the month of July, a key inventory will be conducted by C. E.

Ashbaugh. Each key holder shall turn his key in for verification and to have the key coded.

We hope that this letter provides you with the necessary updated inforeation and helps to reduce the time required for approval of our revised security plan dated June 20, 1975.
