Subject:

PROPOSED CHANGE IN LICENSE PACILITY NO. R-101 (DOCKET #50-224)

Dear Secretary:

I write to support the City of Berkeley's petition to the Commission to allow it to intervene in the license amendment proceedings, and to support its request for hearings and further relief.

for the The City's requests are based on its responsibility, under law, overall health and saf ety of its residents.

Should problems arise as a result of decommissioning the Etcheverry reactor, the City also has the responsibility of providing emergency services to the University.

I understand that there are possible safety problems associated

Further, with the dismantling of this reactor, as well as with the proctss Under described to notify residents in the effected neighborhoods.

these circumstances, the City's requests appear to be most reasonable and, I hope, will gain a sympathetic hearing from the Commission.

I have read the proposed change of facility license number R-101 (Docket

  1. 50-224) and, in recognition of the fundamental flaws in the University of California's proposed issuance of orders authorizing disposition of component parts and terminating facility license, I ask you to strongly note the City of Berkeley's amendments.

SECRETARY OF THE NUCLEAR REGULATOFY COMMISSION May 10 1988 Page 2 of 2 The people of Berkeley passed Measure K, the Nuclear Free Zone statutes, by initiative in 1986.

The majority of its citizens continue to work to achieve peaceful solutions to international relations as well as to achieve a measure of safety from nuclear contamination.

I urge you to help the City of Berkeley in creating an environment which supports a non-militaristic approach to world tensions and which is free from all forms of harmful radioactive materials.

Sincerelff ours, y
