Change of Emergency Care Hospital Relevent to the "Emergency Responso Plan for the University of California Triga Mark III Berkeley Research Reactor."

Dear Sir:

This is to inform you of a change in arrangements for emergency care relevant to the "Emergency Response Plan for the University of California Triga Mark III Berkeley Research Reactor."

The plan now calls upon Herrick Hospital of Berkeley to provide emergency services for contaminated patients.

However, Herrick Hospital has discontinued its emergency room services.

Racent negotiations with Alta Bates Hospital in Berkeley resulted in approval by the Alta Bates Hospital Radition Safety Committee to honor the existing agreement with Herrick Hospital.

This change was reviewed by the Reactor Hazards Committee, the Office of Environmental Health and Safety, the Reactor Administrator and the reactor staff.

This change does not decrease the effectiveness of the Emergency Responso Plan for the Berkeley Research Reactor.

Dear Mr. Peterson,

I am pleased to inform you that the Emergency Department has identified an interim plan and policy to manage patients who may arrive here with the combined injuries of radiation exposure and medical trauma.

As discussed in our recent meeting, I am coordinating a multi-disciplinary task force to address the need for a mutual aid agreement between UC, LBL and the Berkeley Fire Depart ment with a walk through or drill scheduled for early December 1988.

Several otL3r related agencies, including the Alameda County Emergency Medical Response System will be invited to observe our drill in hope that it will spur the creation of a county-wide policy.

I discussed ccunty-wide involvement regarding radiation accident management at the recent seminar at Lawrence Livermore Laboratory.

The idea was met favorably by all parties present.

I will keep you informed.

t 3.3 AIXNENTING CAMRJS ORGANIZATIONS Augmenting Campus Organizations are principally the Campus Office of Environmental Health and Safety (D165), the Campus Police and Cowell Hospital.

The Campus Police will notify Ul6S, Cowell llospital, Alta Bates Hospital or the Berkeley Police and Fire Departments as requested or as they consider necessary.

Due to the nature of the reactor laboratory and the close cooperation between DIGS and Nuclear Digineering, notification of UMS may be inade directly by the Operating Staff.

3.4' AUGENTING ORGANIZATIONS o 0FF C/MPUS Augmenting off campus organizations are Alta Esteslimpital,the DOS Emergency Response Tu.m. State Department of Ilealth Sonices, Lawrence Berkeley imbor-atory and th= City of Berkeley Police and Fire Departments.

Contact with DOE and State can be made through EllSS. Assistance from the Berkeley Police and Fhe Departments is handled by the Campus Police.

'Ihe assistance obtained from DOS could be in the fom of a padiological Assistance Team which is composed of radiation safety, medical and ?ublic informacion specialists from DOE and contractor organizations. Eac1 team has emergency kits for supplementing equipment availabic at the site of the incident; 3.5 Caf43NIC\\TIONS Co=unications at the reactor laboratory or on the Cma3us, with the excep-tion of police radio comunication, are handled throug1 the nomal telepaone system. Two telephone lines which can be used for on or off campus calls are installed in the reactor laboratory. An additional line is rasened exclusively for telephone comunication between the Reactor laboratory an'd the Campus Police. Telephone extensions are located both inside the reactor room, at the console and the Chief Reactor Operator's office, and outside the reactor room next to the rain entrance door and room 1110 C Etcheverry Hall.

In addition, an intercommunication system allows comunication between the laboratory office (1110-C Etcheverty Hall) and the reactor room.

The State Department of Health Ser/ ices must be notified when significant release of radioactive material to the environxnt has taken place.

Contacts with local police, Alta Bates Hospital and the fire departments are handled through the Campus Police, no Campus Police will request aid from the Berkeley Police, Fire Department or obtain ambulance seWices if the situation warrants such assistance.

3.6 FEDICAL INERGENCIES ne established campus policy regarding medical emergenc'ies is that per-sonswithnon-life-threateninginjuriesmaybetakcntoCowellllospitalon ca. pus and all ambulance cases are to be taken to Alta Bateslbspital, Cowell lbspital is the closest medical aid to campus and operates during working hours only. Alta Bateslbspital has 24-hour medical coverage and the exten-sive emergency facilities needed in dealing with life threatening medical situations.

8.0 DERGENCY FACILITIES'AND EQUIItENT 8.1 DERGENCY SUPPORT' CENTER The Emergency Support Center shall be room 1110-C Etcheverry Hall, where most of the instnrnentation and radiation monitor read-out panel used to assess the severity of the emergency are located.

8.2 ASSESSMENT

~ FACILITIES There are nine area radiation monitors permanently installed in the reactor A continuous air particulate monitor which monitors concentration of room.

radioactive particulate activity within the reactor room is located at the Northeast comer of the top reactor platfom. An exhaust gas radiation moni-tor, which measures radiation levels in the exhaust stack is located in the machine room (second floor) of Etcheverry Hall. This monitor is calibrated against Ar-41 activity. A hand-and-foot monitor is located at the West side of the reactor room at the principal exit of the reactor ror.m. The facility is also provided with portable suncy meters and low 1cyc1 counting equip-ment for swipe assessment. Air samplers for evaluating airborne particulate radioactivity are availabic at several locations. Co11ceted filter materials and swipe samples can be counted in a room adjacent to the mactor room or the Office of DISS.

Scintillation or semi-conductor gama ray spectrometers are available at the facility.

Personnel dosimters and portabic survey meters are maintained in the Emergency Support Center. Additional equipment, including's liquid scin-tillation counter, is availabic at, or through, the Office of DISS.

In addition, protective clothing and Scotts Airpak breathing apparatos are available in the facility.

8.3 FIRST' AID'AND MEDICAL FACILITIES 8.3.1 REQUEST FOR ASSISTA!EE Request for emergency medical assistance is to be made through the Carpus Police. The Campus Police will notify the Office of Environmental Health 6 Safety, Cowell Hospital or Alta Bates Hospitalof the emergency, provide trans-portation and notify the Office of DiSS if the emergency is the result of

  • fire, chemicals or radiation. To insure adequate assistance from DISS,?b-clear Engineering personnel requesting assistance through the Ca pus Police.

8.3.2 MEDICAL SUPPORT If the injury cannot be handled by individuals en the scene, the Ca pus Police are to be notified. The responding officers will provide first aid, stanon an ambulance and escort it to the site of the emergency. 10-25-82 revised 6-21-83 revired 8-13-84 revised 7-7-88

The Student Ilcalth Service's Cowell llospital is the closest medical aid to campus, however. It does not have extensive emergency facilities.

8.3.3 1RANSPORTATION h e Campus Police have been designated as the agency to provide emergency transportation. Transport may be by police vehicles or ambulance, depending on the severity of the injury. The police will arrange for the ambulance service and escort the ambulance to the site of the emergency.

Laboraton personnel should sxcifically request an ambulance if there is the slightest indication that amaulance service may be required.

8.3.4 PERS0hWEL COW #illMTION In the event that persons are contaminated:

1.

Remove the person from the contaminated arca and hold at a transfer point such as the decontamination room, the reactor office hallway or Etcheverry 11a11 driveway. A cot is available in the personnel decontamination room.

2.

Take any measure necessan to save life, but carn out only minimal first aid until help is obtained.

3.

Report incident imediately to the Reactor Supervisor, the Reactor lkalth Physicist, or to the Office of Environmental lbalth 6 Safety.

4.

Request medical assistance through the Campus Police. Transportation of contaminated persons to lictrick llospital shall be arranged by the Campus Police.

5.

Do not attempt decontamination, except as directed by the attending physician, the Reactor llealth Physiclst, or the Office of Environment-al llcalth G Safety.

8.3.5 DE00hTMlIl% TION FACILITf s

The Reactor laboratory is provided with a decontamination room located within room 1140 Etcheverty adjacent to the entry (see Figure 2). A personnel decontamination kit and bulk decontamination supplies are avail-able in the facility.

8.4 CGtCNICATION ECUIRENT ne facility has cont.ercial telephone service with the Berkeley Campus Police Department. We Berkeley Ca. pus Police Department maintains 2-way radio convunications capability with its orricers on patrol and headquarters with fixed radio units in the patrol cars and portabic radio units carried by the officers.
