Subject:

VEHICLE BOMB THREAT A telephone call was received at the Philadelphia Electric Company (PEco) Corporate Head-quarters in Philadelphia, Pennsylvania, at 9:45 a.m., May 25, 1989, indicating that a van loaded with explosives would arrive at the Peach Bottom Atomic Power Station at 11:30 a.m. 'Due to the nature of the PEco telephone system, the licensee was able to determine that the anonymous call had come from either the Peach Bottom or the Limerick Station. The licensee evaluated the threat as non-credible at 11:00 a.m. Bomb threat contingency procedures were not implemented, but a heightened security awareness was initiated in and around the station (which included barricades at the protected area access point, sbarches of vehicles in the owner-controlled area, estaupshing owner-controlled area vehicle access control points with vehicles as barricades, posti_ng armed officers at owner-controlled area substations, etc.). A heightened security awareness a was also initiated in and around the Limerick Station as a precautionary mea ure.

The cesident inspector was informed of the event by the licensee at 10:25 a.m. on May 25. Region I notified the NRC Operations Center at 10:57 a.m. and the Incident Assessment Team was informed. The licensee reported the event via the Emergency Notifi-cation System at 12:30 p.m.

The inspector and regional staff discussed the matter with the licensee and reviewed the licensee's response actions at both sites. The staff concluded that the licensee's actions were appropriate for the circumstances.

The Commonwealth of Pennsylvania was notified by Region I.
