ENCLOSURE 1 NOTICE OF VIOLATION PECO Energy Company Docket Nos. 50-277, 278 Peach Bottom Atomic Power Station Units 2 and 3 License Nos. DPR-44, DPR-56 Delta, PA As a result of an inspection conducted from May 3,1997, to June 6,1997, the following violation of NRC requirements was identified. In accordance with the NRC Enforcement Policy (60 FR 34381; June 30,1995), the violation is listed below:

Units 2 and 3 TechWil Specification 5.7.2 requires, in part, that all door and gate keys, to high red : " areas (dose rates greater than 1.0 rem /hr at 30 centimeters from the radiation source), be maintained under the administrative control of radiation protection personnel.

Contrary to the above, between mid 1993 and November 1996, grand master keys that could be used to open locked high radiation areas were not maintained under the administrative control of radiation protection personnel. Specifically, copies of grand master keys were made and distributed to fire protection personnel, by the corporate locksmith, that could be used to open locked high radiation area (greater than 1 rem /hr) doors at the Peach Bottom station. These keys were not under the administrative control of radiation protection personnel.

This is a Severity LevelIV violation (Supplement IV).

The NRC has concluded that the information regarding the reason for the violation, the actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance was achieved is already adequately addressed in this inspection report. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position, in that case, or if you chose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident inspector at the facility that is subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
