RECEIPT OF MULTIPLE B0MB THREATS VIA TELEPHONE On November 18,1987, at 9:07 a.m. and at 11:41 a.m., non-specific bomb threats were received over the plant's internal telephone system. In each case, the licensee implemented its bomb threat contingency procedure even though the threats were considered as non-credible.

Searches conducted in both units found nothing unusual. At around 1:45 p.m. , three i additional, non-specific bomb threats were received. The licensee also believed these to j have originated from inside the plant.

The licensee notified the Federal Bureau of Investigation of the threats. The NRC Operations Center was also notified of the first threat via the Emergency Notification System, and notifications of the subsequent threats were made to the NRC Resident Inspectors. The Commonwealth of Pennsylvania, the State of Maryland and the NRC's Information Assessment Team have been informed. ,

l The licensee took steps to heighten security awareness among plant and security supervisors and believes that the bomb threats may be related to the arrest earlier in the day, of several workers at the plant for drug trafficking. (Ref. PN0-87-108) An investigation has been initiated by the licensee.

Both units remain shutdown under a previous NRC order.

This Preliminary Notification is issued for information and is current as of 8:30 a.m.,
