Subject:

VEHICLE BOMB THREAT - UPDATE The Philadelphia Electric Company (PECo) Corporate Headquarters office in Philadelphia, Pennsylvania, received a telephone call, at 4:48 p.m. on May 25, 1989, that was considered to be related to the vehicle bomb threat received earlier that day (reference PNS-I-89-07). The caller, believed to be an older, white male with slurred speech possible due to a speech impediment, stated "You stopped us today; we are going to get Peach Bottom tomorrow."

'The second call came in to the company's main telephone number on a line external to the company's Centrex telephone system. The first call was made on the Centrex system, and initially was believed to have originated from either the Peach Bottom or the Limerick Station. Further investigation indicated that the call could have originated from any point on the' company-wide Centrex system, not just the Peach Bottom or Limerick Stations.

The licensee is maintaining in-force the heightened security measures that were implemented as a result of the first call even though both threats are considered as non-credible. They are expected to remain in-force over the Memorial Day weekend.

i Peach Bottom Unit 2 is in restart, at 22% power, after about a two year shutdown ordered l by the NRC. Unit 3 is currently in a refueling outage with about 1500 contractor l workers on site.

Notification of the second call was made to the NRC restart staff shift inspector at Unit 2 at 5:01 p.m. and to the NRC's Operations Center at 5:55 p.m.

The law enforcement agency in the vicinity of the plant was notified of both calls by the licensee and the Commonwealth of Pennsylvania was notified by Region I.
