Subject:

APPARENT VANDALISM AT SHUTDOWN UNIT On Au' gust 29, 1989 at 10:40 a.m., with the Unit 3 reactor shutdown and the core offloaded, an Unusual- Event'was declared due to mischievous vandalism of electrical-circuit breakers. . Unit 2 was operating at 100% power when the condition was reported.

Licensee maintenance personnel reported cut wire leads in various breakers located in a storage area (Feedwater Heater Area). Subsequent licensee inspections found similar-problems with.two breakers that had been installed but not post maintenance tested er:

returned to service on Unit 3. The licensee inspections. revealed a total of 10 breakers

'with cut leads. The installed breakers with cut leads affected non safety related loads.

Inspections completed by the licensee at Unit 2 disclosed no damaged breakers. The Unusual Event was terminated at 2:35 p.m. on August 29, 1989, because of the limited scope of damage to the breakers and completion _of walkdown inspections at both units.

The licensee's it vestigation is still continuing and additional compensatory security actions are being taken to ensure the safety of Unit 2, which is operating.

The1 resident inspectors are following up on this event. A Region I physical security inspector.was dispatched to the site to monitor the licensee's course of action. The NRC's Information Assessment Team has been briefed.

The licensee has' issued a press release, and Region I has responded to media inquiries.

The. Commonwealth'of Pennsylvania.and State of Maryland have been informed. The.

P:nnsylvania State Police were onsite assisting the licensee in its investigation. The FBI has been notified.

The NRC received initial notification of this event by the licensee via ENS at 11:01 a.m.

(EDT) on August 29, 1989. This PN is current as of 10:00 a.m., August 30, 1989.
