i DCS: 50-278/861020 Date: October 20, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNS-I-86-20 This preliminary notification contains information of nuclear power plant physical securi-ty, and/or public interest significance and has been confirmed by Region I personnel.

Peach Bottom Generating Station Notification of Unusual Event Unit #3 Alert Delta, Pennsylvania Site Area Emergency (D/N 50-278) General Emergency X Not Applicable

Subject:

POTENTIAL TAMPERING EVENT At about 4:00 p.m. on October 17, 1986, the licensee determined that a terminal strip in the Motor Control Center for one of two Standby Liquid Control pumps had been disengaged.

Th2 tenninal strip provides control power indication to the Control Room console only; it has no effect on the operability of the pump. Control Room personnel verified the status of emergency systems by examining Control Room indicators. No discrepancies were identified.

Preliminary investigation by the licensee found no evidence of authorized work having been performed on the system and a routine surveillance test of the system had been successfully completed earlier on October 17. The surveillance test did not require an alteration of ths electrical power supply for the system. The licensee's investigation is continuing.

The NRC Operations Center was informed of the event at 6:50 p.m. on October 17. Region I received notification of the event at abcut 7:00 p.m. After consultation with Region I management, the licensee committed to determine the operability of the Reactor Protection System. This was done and no discrepancies were identified.

The Resident Inspector and a Security Specialist were dispatched to the plant on October 18 to monitor the licensee's investigation.

The IAT and the Comonwealth of Pennsylvania have been informed.

This Preliminary Notification is issued for information and is current as of 10:00 a.m.,

October _20, 1986. The Resident Inspectors and a Security Specialist will continue to nonitor the licensee's investigation.
