TRESPASSER ARRESTED On July 11,1s?9, at approximately 12:05 p.m., a mule visitor to the Peach Bottom Atomic Power Station Information Center was observed acting in an aberrant manner. The Information Center is located within the ow.ner-controlled area of the station. The individual was asked to leave the Information Center by licensee security management personnel. Upon refusal to leave the premises, the individual was arruted by the Pennsylvania State Police for trespassing. While arrested, the individual made reference to large amounts of weapons and explosives stored at his residence in Edgewood, Maryland. The individual also made reference to the Calvert Cliffs Nuclear.

Power Plant, Units 1 and 2, located at tusby, Maryland. Philadelphia Electric Company.

(PECo) station security personne' promptly began an investigation of the incident.

During the course of this investigation, PECo investigators contacted security personnel at the Calvert Cliffs Nuclear Power Plant, which is owned and operated by Baltimore Gas and Electric Company (BG&E). BG&E investigators learned that on July 10, 1989, the same individual had contacted the U.S. Arniy's Explosive Ordinance Disposal (E00) Unit at the Aberdeen Proving Ground, Aberdeen, Maryland, and requested the EOD Unit to come to his residence arid remove some unstable explosives. The U.S. Army contacted the Maryland ,

State Fire Marshal's office that sSne day and the State Fire Marshal removed plastic I explosives and detonators from the individual's garage. The State Fire Marshal did not I search other areas of the individual's house. The Fire Marshal did determine that the individual's deceased father was a former State Fire Marshal who had access to explosives and other ordinance. After learning of the individual's arrest on July 11,1989, the State Fire Marshal, on July 13, 1989, searched the remainder of the individual's residence and removed additional plastic explosives.

On July 11, 1989, the individual was transported by the Pennsylvania State Police to the local county (York) magistrate where he refused to post bail and was sent to the York County Prison. The individual was placed in solitary confinement and is under close observation due to his aberrant behavior. A preliminary hearing is set for August 8, 1989, at 2:00 p.m. in York County, Pennsylvania.

No criminal charges have been filed at this time by the Maryland State Fire Marshal's Office for the explosives found at the individual's Maryland residence.

PECo notified the Federal Bureau of Investigations (FBI) of the incident on July 11,1989. The Maryland State Fire Marshal's office notified the federal Bureau of Alcohol, Tobacco and Firearms ( ATF) on July 12, 1989.

Both PECo and BG&E continue to investigate the incident even though no specific threats were made against either licensee's nuclear facilities, e907250195 890719 t

, PECo notified the NRC resident at the Peach Bottom Atomic Power Station on 1 July'11, 1989, concerning the criminal trespass charge. PECo notified Region I telephonically on July 19, 1989, at 9:45 a.m. concerning the explosives being found at the

, individual's residence in Maryland.

The NRC's Information Assessment Team, the FBI, ATF, the Commonwealth of Pennsylvania and the State of Maryland have been informed. Region I is prepared to respond to media inquiries.

This PN is issued for information only and is current as of 4:00 p.m., July 19, 1989.

The NRC's resident inspectors will followup on each licensee's actions.
