Dear Mr. Lange:

This letter concerns the NRC Hot License examinations administered to the  !

three (3) Nine Mile Point Unit I Senior Reactor Operator candidates during the week of August 3, 1987. Mr. David Lange of Region I was the lead examiner and was assisted by Mr. Alan Howe and Mr. Brian Hajek.

The written exam was administered on August 4, 1987 with the operating exams on August 5, 1987. The exit meeting tooK place on Thursday, August 6, 1987.

We felt that this exam was well written; and that, in most cases, the questions and answer key accurately reflected the training material and plant procedures cited as references. Most of our comments were resolved during the exam critique. Please see attached for our written comment submittal as required by NUREG 1021, ES-201-1 Attachmont 1, Enclosure 3.

Recommend changing answer key' to accept setpoint as- 170 F, 6.04 b. If steam. pressure signal fails and indicated steam flow decreases as stated 'in the. answer key, level will initially lower. Since .feedwater control system sees more..feedflow .than steam flow, a flow error signal is generated to shut the feed control valve and thus causes level to decrease. Recommend changing' answer key to state vessel level will initially lower.

^7.01 Revision 1 of SOP-3, Alternate Control Rod Insertion has recently been issued. It now states "Any control rod is not inserted to or beyond position 02 following a reactor scram."

Recommend accepting Rev. 1 as the full credit answer.

7.05 During an undervoltage condition on PB 102 or 103 the CRD pump -

is started and the' liquid poison pump is unaf fected. Recommend accepting the liquid poison pump as part of the answer.

ATTACHMENT 3 NRC RESOLUTION OF FACILITY COMMENTS ON THE SR0 WRITTEN EXAMINATION The following list contains the NRC resolutions of the facility comments made as a result of the current examination review policy.

Only those comments resulting in significant changes to the master answer key, or those that were "not accepted" by the NRC, are listed and explained below, '
