We are in receipt of a copy of Licensee's preliminary plan for the disposal of waste at Davis-Besse. The State of Ohio has no further comments to offer concerning this proposal. We have exhaustively dealt with the Licensee's proposal in the State of Ohio's Findings of Fact and Conclusions of Law filed on October 8, 1986.

Thank you for your consideration; we understand that you have been waiting for the State to respond to this preliminary plan. We have, however, nothing new to offer, having comprehensively addressed the plan in our post-hearing brief.
