THREE MILE ISLAND. UNIT 1 NUCLEAR GENERATING STATION (TMI-1) REQUEST FOR ADDITIONAL INFORMATION REGARDING PERMANENT REMOVAL OF REACTOR VESSEL MISSILE SHIELDS (TAC NO. M98471)

Dear Mr. Langenbach:

1 In order to continue our review of the proposed TMI license amendment requested by letter dated-March 31, 1997, the staff needs additional information and clarification of the information provided in Attachment 1 to that letter, entitled. " Reactor Vessel Missile Shield Removal Report.

51-1240140-00." dated December 1995. On page 3-3 of the attachment to your letter, the following statements require clarification: "The CRDM Hold Down Bolts and the RV Head Studs were shown not to be potential missiles. The approach usM was to show that these components do not have sufficient kinetic energy to reach the top of the containment building."

We request that you clarify and provide information with regard to: ]) the scenario.or event that-causes the reactor vessel stud and nut to become a missile: 2) identify if the scenarios of similar potential missiles have been previously evaluated in any design basis document:-and 3) if the stud and attached nut were determined not to be a potential missile based on the approach cf insufficient kinetic energy to reach the top of th. containment building, then discuss the potential imp &ct and safety consequence resulting from the stud and attached nut, after reaching the apex of their trajectory, dropping back down and colliding with other structures, equipment or components important to safety.
