1.0 PURPOSE This discipline instruction defines the methodology and requirements for performing administrative reviews of completed DAP design checklists, and defines odditional discipline re,quirements. The purpose is to ensure that the opproved DAP design checklists have been completed in accordance with DAP ld procedural and specific discipline requirements, and to provide the mechanism for documenting the necessary corrective action to these checklists. Informo-ld tion extracted from DAP documentation will be cross-referenced to other pertinent dato in order to comply with a commitment made to the NRC (i.e.,

1 HDA number (s), DIR numbers, criterion, etc.). The implementation of this discipline instruction identifies those design checklists which do not comply with DAP procedures.

2.0 SCOPE This instruction oddresses the review of Design Review Evoluotion Checklists, Type "C", for the mechanical discipline.

Type "C" checklists which have been prepared and imple-mented in accordance with the requirements of DAPs -4,  ;

-S, and -6. A design checklist includes all appropriate supplements and attachments, a checklist cover sheet (DAP-4, Attachment H), primary reference cover sheet (Attachment C or D), and appropriate primary references, properly bound in a " package" form (i.e., stapled, attached to a file folder, placed in a binder, etc.).

3.1.2 Administrative Checklists (Form A-1)

Checklists prepared in accordance with this Discipline Instruction that are used to verify that design checklists meet the requirements of the DAP procedures.

3.2 Responsibilities 3.2.1 Administrative Checklist Reviewer The Administrative Checklist Reviewer is responsible for performing administrative checklist reviews in accordance with the requirements of this instruction.

3.2.2 Discipline Coordinator The Discipline Coordinator is responsible for the following:

o Evaluating reviewers' comments and issuing design checklist revisions or supplements as necessary.

o Assigning reviewers who have been trained in this Discipline Instruction and meet the requirements of DAP-15.

MEDIANICAL ADMINISTRATIVE REVIE5i Revisiom 1 INSTRUCTION 4.0 INSTRUCTION 4.1 General DAP review of design input and output information is performed in accordance with DAPs -5, and -6, using design checklists prepared in accordance with DAP-4. In addition, DAP-14 identifies the requirements which must be met for the design checklist to become a record which meets the requirements of the CPRT Program Plan.

The activities described in the following sections shall be per-Os formed to review the compliance of issued design checklists with DAP requirements and other specific discipline requirements.

e 4.2 Preparation of Design Checklists for Review A design checklist shall be assembled, including a checklist cover sheet (DAP-4, Attachment H), the design checklist and all supple-ments and attachments, a primary refe'rences cover sheet (Attachment C or D), and the appropriate primary references.

Primary references should be attached to the design checklist if g

they were annotated by DAP personnel during the design review.

The checklist shall be properly bound (see Section 3.l.l).

The design checklist cover sheet shall include the design checklist number, revision, date, and a description of each revision to the design checklist. In addition, the cover sheet shall contain a listing of the design checklist contents, including the unique identifier number, revision number, and number of pages associated with g

each item within the design checklist. The total number of pages contained within the design checklist shall be added and entered on the cover sheet.

4.3 Performonee of the Administrative Checklist Review d ,

b Form A-1, or its equivalent as opproved in writing by the Discipline Coordinator, shall be used to document the administro-tive review discussed in Section 4 !. Instructions for completion of this checklist are included in Attachment A.

4.4 Approval of the Administrative Checklist Package i

4.4.1 Upon completion of the Forms A-1 and B-I, the reviewer shall submit the forms, along with the design checklist to d

the Discipline Coordinator. The Discipline Coordinator is i

responsible for resolution of "Unsot" items and review and approval of Form A-I, which he shall indicate by signing the " Resolution of Unsats.", line on the form. The Discipline Coordinator is also responsible for supplying Form B-l to the Data Base Entry Coordinator.

f. Design Review Evaluation Checklist Status section of the current DAP Status Report.

l The Administrative Checklist Number shall correspond to the design checklist number as follows: DAP-ACL-M-YYY (Administrative Check-list) corresponds to DAP-CLC-M-YYY (Design Checklist).

3. "Unsats." on Form A-l shall be resolved by entering the revision number of the design checklist in the appropriate column of Form A-l.
