APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Co. Docket No. 50-3521 Philadelphia, Pennsylvania License No. NPF-39 As a result.of.an inspection conducted on January 27 - March 18, 1987, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the

-following violation was identified:

Technical Specification 6.8.1 requires that plant procedures be established, implemented, and maintained, including those procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, for record retention.

Administrative Procedure A-6 provides measures for the control of drawings as used by the plant staff. Step 5.3, Controlled Drawings, requires that the Modification Coordinator control and maintain in an "as-built" condition Category I Drawings for Unit 1 at-the Technical Support Center.

Contrary to the above, on March 6, 1987, numerous Category 1 drawings at the Technical Support Center (for example Drawing M-11, . Emergency Service Water, Sheets 1 and 2) did not contain the latest as-built changes.

This is a Severity Level IV Violation. (Supplement I)

Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement of explanation in reply, including: (1) The corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
