j APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 353 .

Limerick Generating Station, Unit 2 License No. CPPR-107 l As.a result of the inspection conducted on January 11-15, 1988, and in accor-dance with the "General Statement of Policy and Procedure for NRC Enforcement i j Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1986), the following l violation was identified:

10 CFR 50 Appendix B, Criterion II states in part that ". . . . . . Activities -

affecting quality shall be accomplished under suitably controlled conditions. Controlled conditions include....... suitable environmental conditions for accomplishing the activities. .....The progra: shall I provide indoctrination and training of personnel performing activities affecting quality as necessary to assure that suitable proficiency is achieved and maintained......"

I Limerick Construction Procedure CP-E-2, paragraph 5.2.3.25, Revision 2,

'! and CP-F-2, paragraph 5.5.9.3, Revision 4, require that special handling techniques be employed for cables when temperatures are below 10

degrees.

Contrary to the above, on January 11, 1988, adequate controls for handling cables below 10 degrees were not implemented in that the personnel perform-ing these activities were not aware of the temperature limitations as evidenced during interviews. j 1

This is a Severity Level V violation (Supplement II). '

Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations;

, and (3) the date when full compliance will be achieved. Where good cause is l shown, consideration will be given to extending this response time, l.
