APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Decket No. 50-353 Limerick Unit 2 License No. CPPR-107 As a result of the inspection conducted on November 16, 1987 to December 20, 1987, and in accordance with 10 CFR 2, Appendix C (Enforcement F011cy 1987),

tha following violation was identified, 10 CFR 50, Appendix B, Criterion III requires that quality standards be specified in design documents.

The Limerick Quality Assurance program for Design and Construction section 0.5.2 states that General Electric-NEB 0 is responsible to incorporate quality control provisions into drawings for equipment within the General Electric scope of supply.

The General Electric Master Parts List 238X115AD identifies the recircu-lation pump motor as a passive safety related item that requires quality control inspection.

Contrary to the above, on November 20, 1987, General Electric Field Disposition Instruction 96-73030-1 had been issued which designated the

mote seismic lug gusset reinforcement as non-safety related work and no quality control inspection was performed for the gusset' installation.

This is a Severity Level IV Violation (Supplement II).

Pursuant to the provision of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within 30 days of the date of the

letter transmitting this Notice, a written statement of explanatien in reply to the violation to include:

(1) the corrective steps which have been taken and the results achieved; (2) the corrective steps which will be taken to avoid further violations; and (3) the date w.,en full compliance will be achieved. Where good cause is shown, consideration will be given to j
