APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-353 Limerick Unit 2 License No. CPPR-107 As a result of the inspection conducted on September 12 to October 16, 1988, and in accordance with the "General Statement of Policy ami Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the following violation was identified.

10 CFR 50, Appendix B, Criterion III states that the system design basis shall be correctly translated into design drawings. The Limerick Final Safety Analysis Report section 7.6.1.8.3.3 states that the Redundant Reactivity Control System initiation shall cause a feedwater pump runback to zero percent flow within 15 seconds. General Electric design '

specification 22A7477 further states that either logic division of the Redundant Reactivity Control system shall be capable of causing the feedwater pump runback.

Contrary to the above, on September 27, 1988, General Electric elementary diagram 791E408TR sheet 5 for the feedwater runback circuit was found to depict a wiring configuration that would not provide the full feedwater pump runback from either of the independent logic divisions. The plant wiring was found in accordance with the erroneous design drawing. ,

This is a Severity Level IV violation (Supplument II).

Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within 30 days of the date of the letter which transmitted this notice, a written statement or explanation in reply including: (1) the corrective steps taken and the results achieved, (2) corrective steps which will be taken to c. void further violations and (3) the date when full compliance w?ll be achieved. Where good cause is shown, consideration will be given to extending this response time.
