September 24, 1999 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-I-99-045 Thic preliminary notification constitutes EARLY notice of events of POSSIBLE cafcty or public interest significance. The information is as initially received without verification cr evaluation, and is basically all that is known by Region I staff-in King of Prussia, Pennsylvania on this date.

UNUSUAL EVENT DECLARED AT LIMERICK About 8:00 pm, on September 23, 1999, operators at the Limerick Gnnerating Station declared an Unusual Event due to the presence of toxic gasen within the site boundary. Operators noted an unusual odor at shift turnover, and later sampling detected hydrogen sulfide and carbon monoxide at unacceptable levels inside the turbine building. Shift management ordered an evacuation of the turbine building and initiated a manual. isolation of the main control room ventilation system. No toxic gases were detected within the main control room. PECO was unable to identify the source of the gases, but believes that it was from outside of the site. The gases had dissipated by 10:40 p.m. and no detectable concentrations were found. Site personnel were then allowed back into the turbine building. The event was terminated at 11:12 p.m.

No personnel were injured or made ill during the event.

Bo':h units remained at 100 percent power throughout the event.

An NRC inspector responded to the site and monitored the PECO's actions.

The resident inspectors continue to follow the PECO's actions since the ovent.

The Region I Public Affairs is prepared to respond to media inquiries.

The Commonwealth of Pennsylvania has been informed.
