In a letter dated June 18,1997, Southern Califomia Edison (SCE) submitted a request for l

amendment to the San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 technical specifications to revise TS 3.8.1, "AC Sources - Operating" to more clearly reflect surveillance testing conditions and system design requirements, in a telephone conference call conducted with your staff on March 10,1999, we discussed a need for additional information with respect to the time for an emergency diesel generator to reach steady state required voltage and frequency. To complete our review, we request that you provide the additional information as identified in the enclosure within 30 days of the date of this letter. Your timely response to the request for additional information will assist us in meeting our review schedule. This information and tha schedule have been discussed with Jack Rainsberry of your staff.

REQUEST FOR ADDITIONAL INFORMATION FOR PROPOSED DIESEL GENERATOR SURVEILt.ANCE SAN ONOFRE NUCLEAR GENERATING STATION. UNITS 2 AND 3 DOCKET NOS. 50-361 AND 50-362 Surveillance Requirements (SR) 3.8.1.7,12,15, and 20 currently require verification that each emergency diesel generator (EDG) starts from standby conditions and achieves in s10 seconds, voltage 23924 V and s4796V, and frequency 258.8 Hz and s61.2 Hz. You have proposed to eliminate the 10 second time requirement for the EDG to reach steady state voltage and frequency limits. The proposed change would instead require that the EDG j

achieves in s9.4 seconds the voltage 24297 V and frequency 259.7 Hz and maintains steady state voltage 24297V and s4576V, and frequency 259.7Hz and sB1.2Hz. The 9.4 second i

requirement ensures that the EDG meets the assumptions of the design basis LOCA analysis, 1

which assumes that the EDG starts, accelerates to the required frequency and voltage, connects to the 4.16 kV engineered safety feature (ESF) bus, and resets the ESF bus under i

voltage relay logic within 10 seconds of a safety injection actuaticn signal (SlAS).

However, the proposed change does not specify the time when the EDG achieves steady state voltage 24297V and s4576V, and frequency 259.7Hz and s61.2Hz. The time for an EDG to reach steady state required voltage and frequency is important to ensure that the EDG meets its des'gn basis. Therefore, this time must be monitored and trended to assure that there is no degradation of the govemor and the voltage regulator. The staff recommends that the pertinent sections of the Bases be revised to include the following:

In addition to the SR requirements, the time for an EDG to reach steady state operation, unless the modified EDG start method is employed, is periodically monitored and trend evaluated to identify degradation of govemor and voltage regulator performance.
