Document Control Desk Enclosed are Amendment Application Numbers 168 and 154 to Facility Operating Licenses NPF-10 and NPF-15, respectively, for San Onofre Nuclear Generating Station (SONGS), Units 2 and 3.

The Amendment Application consists of Proposed Technical Specification Change Number NPF-10/15-478 (PCN-478).

The proposed change is requested to revise Technical Specification (TS) 3.8.1, "AC Sources - Operating" and applicable Bases. This change will more clearly reflect safety analysis and testing conditions.

This PCN does not address changes to Surveillance Requirements 3.8.1.8, 3.8.1.9, and 3.8.1.18 which were previously addressed by References 3, 4 and 5.

In addition a Supplement to PCN 454 (Reference 5) will be submitted by August 1, 1997.

As mentioned in Reference.1 and prior correspondence on this issue, the change is based on a re-review of our implementation of Technical Specification Implementation Program (TSIP).

The Southern California Edison Company requests this amendment be issued effective as of its date of issuance, to be implemented within 30 days from the date of issuance.
