. SUBJECT: . NRC INTEGRATED INSPECTION REPORT 50 334/97-08,50-412/97-08

NOTICE OF VIOLATION .-

Dear Mr. Cross:

The NRC conducted z;.. inspection of the Beaver Valley Power Station (BVPS) facilities from

October 5 to November 15,1997. The enclosed report presents the results of that

inspection.

During the 6 week period covered by this inspection period, your conduct of activities at

the Beaver Valley Power Station facilities was characterized by safe operation. Unit 1

outage activities were conducted without incident. You have established a generally ,

'

effective program for radiation protection during the refueling outage. Your program for

the control of work in high radiation areas was particularly effective. An effective program

for radioactive liquid and gaseous effluent control was established and implemerited.

The NRC is concerned, however, about two violations identified during the inspection,

in the first instance, inspectors identified that workers were entering the radiologically

controlled areas,in particular the primary auxiliary and containment buildings, without the

knowledge of their work and transit area exposure rates. In the second 4nstance,

inspectors identified a failure to properly calibrate certain radiation monitoring systems at

Unit 1.

These violations are cited in the enclosed Notice of Violation, and the circumstances

surrounding the violations are described in detailin the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the

enclosed Notico when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.

The pre-decisional enforcement conference referred to in NRC Inspection Report 50-334

and 412/97-07 has been scheduled for December 10,1997, at the NRC Region I office.

At this conference,in addition to discussing the apparent corrective action violation

contained in Report 97 07, you are requested to discuss the unresolved item 97 08-03 of

this report.
