REllEF REQUEST FROM THE REQUIREMENTS OF ASME CODE. SECTION XI. WOLF CREEK GENERATING STATION (TAC ND. M97883)

Dear Mr. Maynard:

By letter dated January 28. 1997, and supplement dated September 2. 1997. Wolf Creek Nuclear Operating Corporation submittto requests for relief pursuant to 10 CFR 50.55a(a)(3). The licensee seeks relief from American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code.Section XI requirements for the Inservice Testing Program. Relief Request 2VR-7 proposes use of the alternative to quarterly stroke-time testing of motor-operated valves described in ASME Code Case OMN-1. Relief Request 2VR-8 proposes the use of ASME OMa-1996. Subsection ISTC 4.5 including the Mandatory Appendix 11.

The staff has reviewed the information concerning the requests for relief and the staff's evaluation and conclusions are contained in the enclosed Safety Evaluation. Relief Requests 2VR-7 and 2VR-8 are approved until such time as the NRC staff's generic positions on OMN-1 and the ASME guidelines for a check valve condition monitoring program, respectively, are issued through rulemaking or some other means. At that time. if the licensee intends to continue to implement Relief Request 2VR-7 or 2VR-8 the licensee is to follow the provisions of OMN 1 or the ASME guidelines for a check valve condition monitoring program, respectively, with any limitations or conditions specified in the NRC staff endorsement of those ASME documents. Therefore the use of the 3roposed alters:tives is authorized pursuant to 10 CFR 50.55a(a)(3)(i),

in tlat the proposed alternatives provide an acceptable level of quality and safety.
