Arizona Nuclear Power Project P.O. box $2034 e PHOENIX. ARIZONA 85072-2034ff) Y N May 2, 1986 Mr. John B. Martin, Regional Administrator ANPP-36456-E g g 8.05 Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission R:gion V .
1450 Maria Lane, Suite 210 Walnut Creek, CA 94596-5368
Subject:
Palo Verde Nuclear Generating Station (PVNGS)
Units 1 and 2 Docket Nos. STN 50-528 (License NPF-41)
STN 50-529 (License NPF-51)
Change to the Initial Test Program File: 86-056-026 Daar Mr. Martin:
In accordance with License NPF-41 condition 2.C.(5) and License NPF-51 condition 2.C.(5), ANPP is submitting a change to Chapter 14 of the Final Safety Analysis Report (FSAR). Attached are marked-up FSAR pages of the change.
This change deletes a prerequisite of the Test Descriptions for the completion of Phase I tests. The test descriptions being changed are for Phase I tests. Therefore, it is contradictory for them to be prerequisites to themselves. In a previous amendment to the FSAR, the definition of Phase I tests was changed. Previously, it had included prerequiste testing. Amendment 8 changed Phase I testing to mean only preoperational testing and prerequisite testing to be considered part of construction activities to assure that construction was completed. (See page 14.2-1 of the FSAR)
After completion of a Safety Review and Evaluation, according to 10 CFR 50.59, ANPP has determined that this change does not introduce an unreviewed safety question. The change is editorial in nature. It does not affect the amount or type of testing. No equipment important to safety will be affected. Tlie margin of safety as discussed in the Technical Specifications will not be reduced since this prerequisite is not discussed as a basis.
If you have any further questions concerning this matter, please contact Mr. William F. Quinn of my staff.
Very truly y 1 OL.A t nu N P E. E. Van Brunt, Jr.

( 14B.2. CONTAINMENT SPRAY SYSTEM l.0 OBJECTIVE 2
To functionally check the operation of the containment spray system including the performance of th,e contain-ment spray pumps, and to provide verification of an unobstructed flow path from the spray pumps to the g spray nozzles by using water and air with overlapping flow paths.
2.0 PREREQUISITES
- 2.1 Construction activities are complete on the items to be tested.
2.2 Refueling water tank available.
2.3 Appl-icable-Phase--I-teste-compl-eted, DdeAcd.
2.h3 System will be filled, vented and lined up per
( g station operation procedures for normal operation.
2.Y Instruments are calibrated. 2 3.0 TEST METHOD 3.1 Flow will be established with each spray pump by recirculating water from the refueling water tank.
3.2 Pump performance will be checked.
3.3 Alarms will be checked.
3.4 Air will be used to establish air flow in each spray header and flow shall be verified from each nozzle. The air flow will be established to ensure an unobstructed flow path at a point g
which overlaps the flow path verification utilizing water.
