In accordance with License NPF-41 condition 2.C.(5) and License NPF-51 condition 2.C.(5), ANPP is submitting a change to Chapter 14 of the Final Safety Analysis Report (FSAR). Attached are marked-up FSAR pages of the change.

This change deletes a prerequisite of the Test Descriptions for the completion of Phase I tests. The test descriptions being changed are for Phase I tests. Therefore, it is contradictory for them to be prerequisites to themselves. In a previous amendment to the FSAR, the definition of Phase I tests was changed. Previously, it had included prerequiste testing. Amendment 8 changed Phase I testing to mean only preoperational testing and prerequisite testing to be considered part of construction activities to assure that construction was completed. (See page 14.2-1 of the FSAR)

After completion of a Safety Review and Evaluation, according to 10 CFR 50.59, ANPP has determined that this change does not introduce an unreviewed safety question. The change is editorial in nature. It does not affect the amount or type of testing. No equipment important to safety will be affected. Tlie margin of safety as discussed in the Technical Specifications will not be reduced since this prerequisite is not discussed as a basis.

( 14B.2. CONTAINMENT SPRAY SYSTEM l.0 OBJECTIVE 2

To functionally check the operation of the containment spray system including the performance of th,e contain-ment spray pumps, and to provide verification of an unobstructed flow path from the spray pumps to the g spray nozzles by using water and air with overlapping flow paths.

2.0 PREREQUISITES

  • 2.1 Construction activities are complete on the items to be tested.

2.2 Refueling water tank available.

2.3 Appl-icable-Phase--I-teste-compl-eted, DdeAcd.

which overlaps the flow path verification utilizing water.
