SUBJECT:

DIABLO CANYON TECHNICAL SPECIFICATION The polar crane in the containment and the bridge cranes in the turbine building are restricted from certain conditions by administrative controls imposed by PG&E.

For the polar crane the restriction is the parking location to preclude jet impingement should a pipe rupture in the containment. This administrative control appears to be a permanent restriction and should be included in the technical specifications. Should it be shown that the polar crane can withstand the jet impingerrent the restriction can be removed.

The two turbine building bridge cranes are restricted from entering the end bays of the turbine building by rail clamps. However, the restriction of placing one crane relative to the other crane relies on visual controls imposed by an administrative procedure. We understand that this restriction-may be modified or removed depending on the results of a currently ongoing engineering analysis. We recomend that this crane not have a technical specification unless the spacing limits become permanent. Should this spacing become permanent the limits should be incorporated in the technical specification, f.
