SUBJECT:
TECHNICAL SPECIFICATIONS FOR CRANES As a result of our recent review of the Diablo Canyon Unit 1 and Unit 2 Tech Specs we determined that further evaluation is necessary to establish whether technical specifications should be included for the two bridge cranes in the turbine building and the polar crane in the containment.
At this time the parking location of the containment polar crane is restricted by administrative controls to preclude jet impingement from a postulated pipe rupture.
This restriction should be included in the Tech Specs or it should be demonstrated that the polar crane can withstand the jet impingement forces.
The two turbine building cranes are restricted by rail clamps from entering the end bays in the turbine building.
The restriction for placing one crane relative to the other relies on visual observation imposed by an administrative procedure.
The specification for parking of the two cranes relative to each other should be included in the Tech Specs or an analysis should be provided to demonstrate that no such restriction is required.
We request that you submit a license amendment request regarding this matter within 90 days of issuance of the Unit 2 full-power license or provide justification why each specification is not required.
In the interim, we find the administrative procedures adequate.
