SUBJECT:

TECHNICAL SPECIFICATIONS FOR DIABLO CANYON NUCLEAR POWER STATION, UNITS NO. 1 AND 2 The Technical Specifications for the full power operating license for Diablo Canyon Nuclear Power Station, Unit No. 2, are enclosed.

Since these Technical Specifications are in the form of combined Technical Specifications for Units 1 and 2, they can also be appended to the Unit 1 operating license by amendment.

In response to your July 1,1985 letter requesting certification of the Technical Specifications, the applicant identified needed clarifications and changes. These have been incorporated in the enclosed combined Technical Specifications for Units 1 and 2.

With these changes, the ap-plicant certified that the combined Technical Specifications reflect the NRC Staff's SER and supplements, the licensing basis, and the as-built con-figuration of the facility.

In our memorandum to you dated June 28, 1985 we noted five new outstanding issues that we recommended be resolved by a license amendment following issuance of the Unit 2 full power license. We recommended this course of action as an alternative to having significantly different requirements on'the two units because of the pre-notice requirements for Unit 1.

By memoranda of July 16, 1985 and July 30, 1985, the Division of Engineering identified two additional outstanding issues related to the positioning of cranes and testing requirements for reactor coolant pressure isolation valves.

It is our recommendation that these new issues be handled in the same manner as the others. Accordingly, the combined Technical Speciff-cations do not reflect the new requirements recommended by the Divisicn of Engineering.

l Thomas M. Novak August 5, 1985 By memorandum of July 17, 1985, Region V provided comments on the final draft of the combined Technical Specifications.

Some of the comments identified corrections to the final draft Technical Specifications that we have incorporated in the enclosure to provide consistency with the Unit 1 License Amendment Requests (LAR). We have reviewed the remaining comments and note that they appear to be either proposed improvements to our current practices or proposed clarifications of the Diablo Canyon Technical Specifications.

The combined Technical Specifications have not included changes in resporse to these comments because of the pre-notice requirements for Unit 1.

However, if operating experience demonstrates that some of these changes are desirable they can be incorporated by license amendments for both units after Unit 2 full power licensing. The bases for our conclusions that none of the comments identified changes that are necessary prior to Unit 2 full power licensing will be documented in a note to file.

No changes should be made to these Technical Specifications prior to their issuance as part of the full power operating license for Diablo Canyon Unit 2 without our written approval.
