DIARLO CANYON llMITS 1 ann 2 TECHNICAL SPECIFICATIONS The enclosed Safety Evalution Report is provided to address proposed Technical Specification for Diablo Canyon Units 1 and ?.

By letter dated May 20, 1985 changes were proposed by PG&E to increase certain surveillance intervals and out-of-service times for testing and main-tenance. The changes were based upon the Westinghouse Owners Group Technical Specification Optimization Program set forth in WCAP-10271,

" Evaluation of Surveillance Frecuencies and Out-0f-Service Times for the Reactor Protection Instrumentation System". On February 21, 1985 the staff issued it's Safety Evaluation Report on the Optimization Program.

This evaluation is based on guidance provided by DSI on the appropriate plant specific Technical Specification changes for implementing the Optimization Program.
