DSI SAFETY EVALUATION AND ENVIRONMENTAL CONSIDERATION OF DIABLO CANYON UNIT 1 SUPPORTING A LICENSE AMENDMENT (TAC #54435)

Enclosed is DSI's safety evaluation and environnental consideration of the proposed Radiological Effluent Technical Specifications (RETS) for Diablo Canyon Unit I submitted April 24, 1985. The results of our evaluations are contained in the attached " Safety Evaluation." Also enclosed is the correspording SALP report.

Based on our evaluation, we conclude that the licensee's proposed changes to their RETS meet the intent of the NRC staff's model RETS for PWRs, NUREG-0472, Revision 2, February 1, 1980.

The proposed changes will not remove or relax any existing requirement related to the probability or consequences of accidents previously considered and do not involve significant hazards consideration.

The proposed changes will not remove or relax any existing requirement needed to provide reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner.

We recomnend that the proposed RETS changes as stated be included in an amendment to the licensee's DPR-80.

The technical reviewer for these changes was W. Meinke, RAB.

Management Involvement in Assuring Quality There was substantial involvement by corporate management in expediting licensing decisions.

Rating: Category 1 2.

Approach to Resolution of Technical Issues from a Safety Standpoint Plant and headquarters personnel clearly understood the issues, were technically sound and thorough in their approaches, and were very cooperative in resolving problems.

Rating: Category 1 3.

Responsiveness to NRC Initiatives PG&E technical personnel respond'ed to NRC concerns in a positive technically sound manner and resolved all issues in a cooperative fashion.

Staffing (including Management)

An appropriate staffing level was used to resolve open issues.
