SUBJECT:

TMI ACTION PLAN STATUS FOR DIABLO CANYON UNIT I Because of the often serious discrepancies between v'arious data bases (e.g.

ORLAS, RITS and the Quarterly MPA Summary), the staff has undertaken a project to create a data system that will have the necessary TMI detail in one system, thereby elimirating the conflicting data and some of the confusion that has surrounded the status of TMI actions.

The RITS/ TAC System data base will continue to be the nain data base for all licensing actions. ORAB will maintain TMI detailed information to satisfy our needs. We intend to use this detailed TMI data system to respond to Congressional and Commission inquiries on the implementation of the TMI Action Plan. We also plan to merge the data with that being collected by IE regarding Regional verification inspections, so that ultimately we will have a centralized data system providing the completion status of each,TMI Action Plan item for every affected plant. This data will eventually find its way into the NRC's corporate date base for access and use by anyone entitled.

The enclosed printout from the detailed data base has been generated for your plant.

It displays the best available information for each open item in terms of who has the next step, what has to be done, when it has to be done and what data source was the basis for our conclusion.

Please review the printcut and give your corrections to Mr. Raymond Scholl within the next two weeks. Where an item has been closed out, please provide him with the date the licensing action was completed.

In this regard, please note that an item may not be completed when a licensee has satisfied a license condition, but an Amendment to the License (Technical Specification Change) or a specific SER for the public record is a more likely requirement for closecut.
