Dear Commissioner Thompson:

The attached letter was sent to FEMA to enable them to perform an interim review on the latest draft copies of the Limerick Generating Station offsite emergency response plans forwarded to them by the NRC.

Since the Limerick Generating Station is now in a five percent,-

,,,, low _ power test mode and the potential for an accident does exist, wea l g believe_it would be prudent for FEMA to cotiduct, at this time, an interim e review of the offsite draft plans as requested by the NRC. These draft plans would, in a practical sense, be the basis for the counties, munic- ,

ipalities and school districts responding should an accident occur at the plant.

None of the latest drafts of your county municipal and school district plans have been submitted to PEMA for review. We do need, howev-er, a copy of the county and each municipal'and school district pfan, to enable us to be aware of and respond to com6ents and questicus which may arise in FEMA Region III's review. Be assured that the plans provided will be treated as what they . are , drafts, and will neither be submitted or released by PEMA to FEMA for informal or formal review nor to other state agencies, or any other organizations or groups. PEMA vill not certify to the adequacy and implementation of any plans fo' formal review and approval until the plans have been finalized, accepted by Chester County, its municipalities and school districts and forwarded by the County with a request to PEMA to review the plans.

Any comments received by PEHA as part of FEMA Region III interim review will be forwarded to your county emergency management agency for dissemination and action deemed necessary by the applicable emergency management coordinator of the municipality or school district superinten-dent concerned.

Thomp :n January 23, 1985 Page Two Because of the Limerick Generating Station's current low power test mode, I believe that the interim FEMA review requested by the NRC is in our interest. The review will help to determine whether deficiencies noted earlier have been corrected and provide additional comments on the status of the planning effort.
