SCOPE:

Day Care Centers

---Located within the EPZ Northeast Region Day Care Staff Southeast Region Day Care Staff PURPOSE: To inform operators of child day care centers and group day care homes located within the emergency planning zone (EPZ) of the Limerick Generating Station of the need to develoo a plan for response to the occurrence of a serious incident at the Station.

A plan is needed to ensure the safety of children enrolled in these child care facilities.

1.

This is to inform you that your day care center / group day care home is located inside the EPZ of the Limerick Generating Station (the white portion of the enclosed Evacuation Plan Map).

This determination was made by using the attached zip code list.

(If your facility is located within the zip code area but outside of the white portion shown on the map, you are not considered to be inside the EPZ and this Bulletin does not apply to you.)

2.

If you are located inside the EPZ, you will need to prepare a plan for the protection of the children in your care. A plan format has been provided for this purpose.

3.

You may contact your local municipal energency management coordinator to assist you in developing your plan. Please contact your municipality to learn the name and telephone number of this individual.

Your plan should be coordinated with the municipal plan.

If you have a problem contacting the municipality, contact your county emergency management agency for assistance.

A list of county emergency management agencies has been enclosed for your use.

In the event that a center / group day care home is not closed by the time it may be necessary to evacuate, it will be necessary to have a es y$

Alert - Event (s) are in process oc have occurred which involve an actual or potential substantial degradation of the level of safety of the plant. Any radioactive releases are expected to be limited to small fractions of the EPA Protective Action Guideline exposure levels.

3.

Site Emergency - Event (s) are in process or have occurred which involve actual or likely major failures of plant functions needed for protection of the public. Any radio-active releases are not expected to exceed EPA Protective Action Guideline exposure levels except near the site boundary.

4.

General Emergency - Event (s) are in process or have occurred which involve actual or i=minent substantial core degradation or melting with potential for loss of containment integrity. Releases can be reasonably expected to exceed EPA Protection Action Guideline exposure levels of f-site for more than the immediate site area.

D.

Protection Action Guide (PAG) - A preestablished projected radiation dose to individuals which warrants protective action.

E.

Protective Action - An action taken to avoid or reduce a projected dose. of radiation.

Projected Dose - An esti= ate of the radiation dose which affected individuals could potentially receive if protective actions are not taken.

Children will be tagged for identification purposes (see Appendix 1).

NOTIFICATION PROCEDURES A.

In the event of a Site Emergency or General Emergency, parents or emergency contact persons will be notified to pick up their children. At the option of the director, this action may be t

The local Emergency Broadcast Station (EBS) will be monitored for additional information and instructions. The EBS station ic __

VI.

CONCEPT OF OPERATIONS A.

Unusual Event. No action required, and no notification will be received.

B.

Alert.

1.

Alert all staff =eebers.

2.

Notify host f acility.

3.

Notify emergency contact persons and advise them of the situation. Alternatively, at the discretion of the director, the emergency contact persons may be notified to pick up their children.,

Evacuation Actions In the event that an order is received to evacuate, the following actions will be taken:

1.

Notify all staff members.

2.

Notify host f acility.

3.

Tag children and prepare them for movement.

4.

Follow designated main evacuation routes out of the emergency planning zone, then proceed to host facility.

See attached strip map. Appendix 2.

5.

Monitor EBS station.

6.

Report departure ti=e to municipal emergency operations center.

In the event of an incident at the Limerick Cenerating Station requiring response on the part of the population residing here, the has plans for the protection

The purpose of this letter is to infor= you about the essential information contained in our plan.

6 There are four emergency classifications for incidents at the Li=erick Generating Station. They are (1) Unusual Event, (2) Alert, (3) Site Emergency, and (4) General Emergency.

An Unusual Event poses no danger and requires no action to protect your child.

An Alert poses no danger off the site of the Limerick Generating Station, but the incident could become worse.

During an Alert we,shall begin our telephone calls to notify you or your designated emergency contact person and our prearranged host f cility of the situation.

Based upon information available at that ef=e, we might decide to exercise an option to begin closing the In that event,
