AFFIDAVIT OF MICHAEL T. MASNIK I, Michael T. Masnik, depose and state:

1.

I am presently employed as Senior Project Manager in Project Directorate I-4, NRR, United States Nuclear Regulatory Commission. As a member of PD I-4 I have responsibility for coordinating broad and technically co:rplex projects which have technical and environmental aspects encompassing all phases of the Three Mile Island Unit 2 nuclear power plant cleanup operation.

I have directed the preparation of two supplements to.the Programmatic Environmental Impact Statement related to the decontamination-and disposal of radioactive wastes resulting from the March 28, 1989 accident at TMI-2. Both supplements dealt extensively with estimating risk to the worker population and the general public from a variety alternatives. As a Project Manager I also prepare license amendments, conduct environmental assessments, and conduct safety reviews.

I urdertook research in a variety of areas including the impact of-coal-fired power production on aquatic ecosystems.

I have published

~

papers on thermal studies involving fish, recovery of damaged aquatic ecosystems, development of sampling methodology for fishes and macroinvertebrates.

I have authored or co-authored some 16 publications on the above areas of research. My formal education program has encompassed and emphasized studies in Zoology, Aquatic Ecology, Ichthyology, statistics and computer techniques for data handling and analysis. I was a member of the scientific staff of a Duke University Carribean Cruise involved in oceanographic investigations and have served as a consultant, through Virginia Polytechnic Institute and State University, for American Electric Power Company, Koppers Company, Inc.,

U.S. Army Corps of Engineers, and Tennessee Valley Authority.

I prepared the Staff's response to question 3.
