AFFIDAVIT OF RICHARD J. BARRETT I, Richard J. Barrett, do depose and.say:

1.

I am employed as Chief of the Risk Applications Branch, Division of Radiatson Protection and Emergency Preparedness, Office of Nuclear Reactor Regulation, U. S. Nuclear Regulatory Commission.

I manage a group of twelve engineers and scientists responsible for applying the methods and results of Probabilistic Risk Assessments to a variety of regulatory activities, including the NRC inspection program, the implementation of the Severe Accident Policy, the assessment of licensee performance, the evaluation of operational events at nuclear power plants and the review of power plant modifications.

I am currently responsible for developing an assessment of the benefits and costs of proposed Severe Accident Mitigation Design Alternatives for Limerick Unit 2.

I joined the Nuclear Regulatory Commission in May 1982 as a reviewer in the Reactor Systems Branch. During the period from May 1982 to March 1985, my principal responsibilities related to the technical aspects of PRA and severe l..

accidents.

I reviewed the severe accident aspects of the Millstone-3 PRA and provided technical support to the NRC review of the Industry Degraded Core j

From 1975 to 1982 I served on the scientific staff of the Los Alamos National Laboratory, where I was responsible for calculations related to the application of nuclear technology for energy production and national.

I received a Bachelor of Science Degree in physics from the University of Scranton in 1967 and a PhD in Nuclear Physics from the University of Virginia in 1972. From 1972 to 1975 I was a postdoctoral fellow in the physics department of the Case Western Reserve University.
