Williams, Control Center, File FROM: Captain Rufus Jones At approximately 1450 hours0.0168 days <br />0.403 hours <br />0.0024 weeks <br />5.51725e-4 months <br /> the above date, a temporary loss of electrical power was experienced throughout the institution. The loss of power also affected the telephone system as well. All power was restored in a matter of minutes. In conferring with Power House Staff, it was learned that the.cause of the problem was due to an energy surge in the Power House area.

Further, as a result of that power outage, an interruption of power occurred on D-Block at approximately 1645 hours0.019 days <br />0.457 hours <br />0.00272 weeks <br />6.259225e-4 months <br />. As a precaution measure, I directed that all inmates remain locked in their cells until the problem could be corrected. However, due to staff being unable to contact Electrical Personnel in a timely fashion, the order was issued to feed the block in a contrclled fashion.

Additional officers were also assigned to not only the block but dining; room as well. Further, Lt.'s Dietrich and Burns also aided myself in supervisory coverage for the feeding period. The feeding commenced at 1830 hours0.0212 days <br />0.508 hours <br />0.00303 weeks <br />6.96315e-4 months <br /> and concluded at 1915 hours0.0222 days <br />0.532 hours <br />0.00317 weeks <br />7.286575e-4 months <br />, free of any incidents. The only lighting available during the feeding was the center row (night lights).

There was only four.(4-). emergency lights. operating *on the block at this time. It should also be noted' that during'the co'urse of this loss of power, there was no interruption of block telephone call or visits. Mr.

Jones 2PM-10Ri Squad Cbanander that a power outage occurx1 this date and as of 2200 Irurs D-Block was still without power. Mr. Ibnnenacher and Mr. L.

Finn (Maintenance Electricans) were in the Institution to make necessary repairs.

At approximately 2330 luurs, Mr. Ibnnemacher and Mr. Finn reported to the Cbntrol Center that the electricity on D-Block was on full power.
