AFFIDAVIT OF SIDNEY E. FELD

.I, Sidney Feld, do depose and say:

1.

I am Sidney Feld, Senior Industrial Economist with the Regulatory Development Branch, Division of Regulatory Applications, Office of Nuclear Regulatory Research.

I served with the Staff from July 1973 to August 1974, and rejoined the Staff in October 1975.

I am currently responsible for developing and overseeing value impact methodological tools and NRC~

. regulatory impact analyses for NRC proposed regulatory actions.

Immediately prior to this position I served as Chief, Cost and Statistical Analysis Staff, Office of Resource Management.

In this capacity I provided cost analysis support agency-wide. Earlier responsibilities with the NRC included the review and analysis of Applicants' environmental I

reports and preparation of economic input for the Regulatory Staff's J

Environmental Statement.. I was also involved in Need for Power Analyses, and I was the principal author of the Staff's Standard Review Plan on Need 1

for Facility.

I have prepared testimony on need for power, conservation of energy issues, and various cost considerations for the hearings of Alvin W. Vogtle Nuclear Power Plant, the ShEaron Harris Nuclear Power 8908110079 890802 PDR ADOCK 05000352:

(- p Plant, the Wolf Creek Generating Station, Midland Plant, the Pilgrim Nuclear Generating Station Unit 2, the Zimmer Nuclear Power Station, and the Lacrosse Boiling Water Reactor.

I have received a B.A. degree in Economics from the City College of New York in 1967, an M.A. degree in Economics from the University of

'Rhode Island in 1969, and a Ph.D. degree in Resource Economics from the same university in 1973. My graduate degree in resource economics focused on the application'of economic solutions; consideration of social

, implications such as environmental impacts; and the application of decision tools such as cost-benefit analysis.

From September 1974 through August 1975, I was an Assistant Professor of Resource Econumics at'the U9iversity of New Hampshire at Durham, New Hampshire.

In this capacity, I taught courses in Resource Economics and Statistics' I also served as co-investigator on a Sea Grant research project to examine economic activity in the New Hampshire Coastal Zone.

I prepared the Staff's response to question 5.

That answer is true and correct to the best of my knowledge and belief.
