Patrols were sent out the check areas (yard, hospital, RHU, powerhouse 6 reser-vetion). PSP was notified-they and Officer Bacorn on reservation security patroled outside.

.,patche'd'to the Admin. Offices to man the outside telephone lines. No calls were incomming at this time. Officers on Misc. duties were sent out to patrol yard, hospital, main block corridor, observing blocks & 15etween blocks for security, etc. Contact was made with U.P.

T, Rose at~the inside powerhouse, by sending a patrol to this area. Mr. Rose explained he

Description of Incident, in detail: (Use other side if necessary):

At approximately 0159 hrs. this date we experienced a power failure in the Institution. U.P.O. Rose at the inside Power house informed me that he was exper-incing problems switching over to the emergency generators. I contacted U.P.O.

Choyce in the outside power house and learned that the emergency generators had to be started manually at the trailers. I informed Mr. Rose of the fact and at 0243 hrs emergency power was on line in the Institution.

I got inmate H9598, Smith up from the outside service unit to assist Mr. Rose in getting the emergency generators going. All this time I was in contact with Mr.

F. Exley.

I was in contact with Phila. Electric and was informed by them that they lost power for 30 seconds but were back on power now at 0253 hrs. I informed them that we were not receiving any power from them, the dispatcher informed my he would send out a trouble shooter. ,

At approximately 0405 hrs Phila. Electric's trouble shooter arrived at the Insti-tution and joined Mr. F. Exley at the Institution sub station. I was informed by Mr.

Exley that there is no. power to the sub station and the line had to be traced. At 0430 hrs the Ihstitution was running normal but under' emergency power. At @ 0530 hrs -.-.

Officer Bacorn & P.E. troubleshooter reported thata, 'line on road in back of "D's ~ ~~"~~

Restaurant" on Rt. 29 appe&~ red to hdve been struck by lighting and may have some bearing on our problem. Mr. Heebner who was away was contacte via his beeper and '

was able to get into the Institution at 0530 hrs. L a _ --

As of this writing the problem is still being looked into.

The problem was located on one of our transformers.' To necessitate repairs it was necessary for Mr. F. Exley to contact an outsied contractor - Carr & Duff Elect-ric Pole Live Construction Inc* which was explained to Dept. Supt. Stahcclek. At the end of this tour of duty we were still operating under emergency power. And Mr. Exley

& Heebner are remaining on duty until repairs are made.
