INSPECTION REPORT NO. 50-353/88-01
This refers to the routine safety inspection conducted by Mr. C. H. Woodard of
this office on January 11-15, 1988 at the Limerick Nuclear Generating Station,
Unit 2, in Limerick, Pennsylvania of activities authorized by NRC License No.
CPPR-107 and to the discussions o' our findings held by Mr. Woodard with
Mr. O. DiPaolo of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
t
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your activities
was not corducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This violation has been
categorized by severity level in accordance with the "General Statement of
,
,
Policy and Procedure for NRC Enforcement Actions, 10 CFR Part 2, Appendix C
(Enforcement Policy 1987)." You are required to respond to this letter and in
prera-ing your response, you should follow the instructions in Appendix A.
It has come to our attention that you have determined the cables at Limerick
are capable of withstanding temperatures below 10 F.
However, we are issuing
,
this violation for your failure to effectively train personnel in procedural
requirements. Our concern is the assurance that procedural requirements are
properly transmitted to the appropriate field personnel.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
