Dear Mr. Reid:

This confirms our receipt of the two Basis for Maintaining Ogeration (BMO) which you provided to us by letter dated April 29, 1997 (Vermon.t Yankee BM0  ;

Nos.: 97-03, Rev. 1 and 97-18). In BM0 No. 97-18, " Compliance'with Station l Blackout Regulation," you stated that the Vernon Tie line is used as an l offsite power source to meet the offsite power system licensing basis for '

Vermont Yankee. This makes the Vernon Tie unavailable for meeting the l requirements of 10 CFR 50.63.

In your letter (BM0 No. 97-18), you stated that Vermont Yankee is presently I studying alternatives for coming into full compliance with the requirements of l 10 CFR 50.63, and you committed to select one of the possible alternatives for  :

coming into full compliance by May 25, 1997. You further stated that Vermont l Yankee will achieve full compliance with 10 CFR 50.63 prior to restart from the next refueling outage. This schedule for achieving full compliance is acceptable, however, you should strive to achieve full compliance as soon as practicable. This schedule should also be used for requesting all necessary changes to your Technical Specifications (BHO No. 97-03, Rev. 1).
