FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FINAL REPORT OF THE SEPTEMBER 18,1996, FULL-PARTICIPATION EMERGENCY PREPAREDNESS EXERCISE AT SEABROOK STATION

Dear Mr. Feigenbaum:

Enclosed is a letter from Mr. Louis A. Elisa ll, Regional Director for FEMA Region I, dated December 17,1996, transmitting the final exercise report for the September 18,1996, full-participation exercise at the Seabrook Nuclear Power Station.

There were no deficiencies identified during the exercise, and FEMA has concluded that off-site emergency preparedness is adequate to protect the health and safety of the public.

However, 24 Areas Requiring Corrective Action (ARCAs) were identified in New  ;

Hampshire, and eight ARCAs were identified in Massachusetts. We request that your staff

assist the appropriate off-site officials, where possible, to resolve the identified ARCAs

!, prior to the next full-participation exercise, if this has not already been done.
