Atlanta, GA 30303 Attention: Mr. D. M. Verrelli, Chief - Project Branch 1 Inspection Repoet Nos. 50-348/83-21 and 50-36A/83-19 Gentlemen:

The NRC findings of the safety inspection conducted by W. H. Miller at Farley on August 16 - 19, 1983 (Report Nos. 50-348/83-21 and 50-364/83-19) have resulted in Alabama Power Company initiating a detailed review of several areas of the fire protection program.

Procedures have already been revised to correct items A.1 and A.2 listed in Appendix A, Notice of Violation, but evaluation of A.3 continues.

Extensive evaluation is also being done to determine the appropriate corrective action for item B of Appendix A. A detailed explanation of Alabama Power Company's corrective action in response to each of these items will be submitted in the formal response to the inspection report.

As part of the above mentioned review, Alabama Power Company is '

also conducting a detailed comparison of Amendment 5 of the Farley Fire Protection Reevaluation Program (FPPR) to Amendment 4 of the FPPR to show that the changes are administrative and organizational in nature (reflecting the implementation of committed actions) and do not alter Alabama Power Company's licensing commitment to ensure adequate fire protection at Farley Nuclear Plant (FNP). In addition, Alabama Power Company has initiated a review of all design changes affecting fire protection systems implemented since receipt of operating licenses on each unit to ensure that the design process and field implementation did not inadvertently result in a degradation of the fire protection systems relied upon in FNP fire hazards analysis.
