In accordanca with Technical Specifications 4.4.7.3. and 4.4.7.2.2 for Units 1 and 2, respectively, Alabama Power Company is required to perform leak tests of all reactor coolant system pressure isolation valves to access their operability. As stated in Alabama Power Company's August 10, 1982 letter, the Unit 2 leak test acceptance criteria of 1 gpm versus the Unit 1 criteria of 1 to 5 gpm (with certain limitations) has proven to be excessively restrictive without providing increased assurance of valve operability.

Subsequent to Alabama Power Company's August 10, 1982 letter, the NRC granted temporary relief to the leakage criteria in Amendment No. 20 to the Unit 2 Facility Operating License. Alabama Power Company hereby requests approval by July 1,1983 of the August 10, 1982 letter to support the planning and scheduling of the next refueling outage.
