Dear Dr. Murley:
Paragraph 55.45(b) of 10CFR 55 specifies that operator license examinations are to be administered, in part, either in a simulation facility consisting solely of a plant-referenced simulator that has been certified to the NRC by the facility licensee or in a simulation facility approved by the NRC after application has been make by the facility licensee. This regulation became ef fective on May 26, 1987, and those facility licenscos which propose to conform with this regulation are required to submit a certification for use of the simulation facility to the NRC on Form NRC 474, " Simulation Facility Certification", not later than 46 months after the effective date of this regulation.
This letter cerves to submit the Simulation Facility Certification on Form NRC-474 (attached), in accordance wit.h the requirements of 10CFR 55.45(b)(5)(i),
for use of the Limerick Cenerating Station (LCS), Units 1 and 2, plant referenced simulator for licensed operator examinations for units 1 and 2. Additionally. we are providing supporting information in Enclosure 1 which documents the ability of the LCS plant-referenced simulator to meet the requirements of 100FR 55,45(b) and the guidance of ANSI /ANS-3.51985, " Nuclear Power Plant Simulators for Uae in operator Training", as qualified in NRC Regulatory Guide 1.149, " Nuclear Power Plant Simulation Facilities for Use in Operator Licensee Examinations". Any c exceptions are indicated on the form NRC-474 and described in Enclosure 1.
