BEAVER VALLEY UNIT 1 - RELIEF FROM CERTAIN ASME CODE REQUIREMENTS FOR IN-SERVICE TESTING (TAC NO. M84412)

The purpose of this letter is to grant relief for inservice testing (IST) of reactor plant component cooling water pumps of Beaver Valley Unit 1. i In a letter dated June 21, 1993, Duquesne Light Company (DLC) submitted relief request number 11 for inservice testing of reactor plant component cooling water system pumps. The submittal also included DLC's proposed resolution of seven open anomalies which had been identified in an earlier NRC letter dated December 30, 1992, and stated DLC's commitment to implement NRC guidance at Units I and 2 for the use of pump curves in in-service testing.

The Code of Federal Regulations,10 CFR 50.55a, requires that inservice testing of certain ASME Code Class 1, 2, and 3 pumps and valves be performed in accordance with Section XI of the ASME Boiler and Pressure vessel Code and applicable addenda, except where relief has been granted or proposed alternatives authorized by the Commission pursuant to 10 CFR 50.55a(f)(6)(i),

(a)(3)(i), or (a)(3)(ii). Guidance on acceptable alternatives to Section XI requirements was provided in Generic Letter 89-04, " Guidance on Developing Acceptable Inservice Testing Programs," for certain aspects of IST.

We have reviewed the information DLC has provided in support of the actions requested in the June 21, 1993, letter. The staff finds acceptable the DLC actions taken to address the seven anomalies identified in our letter of December 30, 1992. Based on this review, the staff also concludes that for pump relief request number 11, the proposed alternative testing will provide reasonable assurance of the operational readiness of the pumps to perform their intended functions. The staff has determined that granting relief, pursuant to 10 CFR 50.55a(f)(6)(i) is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest. Accordingly, the above identified relief requests are hereby authorized, subject to the conditions detailed in the enclosed SE. In making TRAAoi f*
