RE: CERTAIN REG GUIDES AND RELA'IED DOCUMENTS l

Dear Ms. Woodhead '

It has come to my attention that a guidance document may have been issued with the new regulations dealing with protection of unclassified safeguards information.

Such a document might shed some light on the implications I of those new regulations in the UCIA proceeding and the matters currently under consideration regarding affidavits of non-disclosure, protective orders, ani need-to-know basis for access to protected information in thise l case.

Could Staff determine if such a guidance document has been

( issued and, if so, provide the participants in the proceeding with a copy?

It might help resolve some of these matters.

Ve note in the Weekly Information Report for the week ending l

May 14, 1982, that there are new three documents addressing emergency l preparedness plans for research reactorsa NUREG-0849, Standard Review l Plan for Review and Evaluation of Emergency Plans for Research and Test j Reactors: Draft 2 of ANSI /ANS 15.16 Standard for Emergency Plans for i l Research Reactors dated November 1981* and NRC Regulatory Cuide 2.6, Revision 1

' 3 Plans and Preparedness in Support of Nonpower Reactors." We have not D$0 received a copy of the other three documents listed above, and would appreciate receiving copies thereof. Furthermore, Applicant has indicated )

reliance upon a July 30, 1981, versionofANSI/ANS1516: we would appreciate a copy of that version as well as the above-requested Draft 2.

2-Ve assume that these emergency planning documents have already been provided to Applicant, either by Mr. Grimes during his maetings with Applicant (which, as you will recall, we were not notice of nor permitted to attend) or thereafter. Whether they have been or not, however, we would appreciate copies.

On a related note, we would appreciate it if you would remind staffmembers such as those undertaking the emergency p1=nning review of the open meeting policy as well as the procedure you and I have I

worked out whereby all written communications between such staffmembers and Applicant will be forwarded to you to forward to us. We assume that all documents provided to Applicant will likewise be provided to us.

Please let me know if there are any problems as to the above.

Early provision of the guidance document as to protection of safeguards information may help to expedite resolution of that pending matter.
